In a major move to streamline payroll for state personnel, Nepal’s Financial Controller General Office has issued a strict directive mandating biweekly salary and allowance disbursements for all federal civil servants.

The enforcement follows a policy decision introduced shortly after Prime Minister Balendra Shah’s government took office. While the Ministry of Finance previously distributed official guidelines, many government units failed to adopt the semi-monthly pay cycle.

To address these implementation delays, the budget branch of the Financial Controller General Office dispatched letters to regional treasury offices, the pension management body, and revenue centers, instructing them to begin payouts every 15 days.

Official communications confirm that technical updates have already been completed in the central government accounting system. The upgraded framework also incorporates performance incentive allowances announced under the 2026/27 fiscal budget.
