Bishnu Poudel Faces Multiple Allegations Amid Rising Political Debate

Former Prime Minister KP Sharma Oli is from Jhapa, while former Finance Minister Bishnu Poudel is from Syangja. Within the internal politics of the CPN-UML, Poudel—considered a close and trusted ally of Oli—has built his political base in Rupandehi-2 (Butwal area). Having served as party General Secretary and repeatedly as Finance Minister, Poudel has faced dozens of serious allegations ranging from high-level policy-related corruption to local issues involving development and landless communities.

The ten major controversies associated with Bishnu Poudel are as follows:

1. Lalita Niwas Land Case (Baluwatar Land Scandal)

   This is considered the most serious controversy linked to Poudel. He was allegedly involved in a scheme where state property was transferred into private ownership in coordination with land brokers.

   Undervaluation issue: In 2004 (B.S. 2061), eight annas of land in Baluwatar were transferred in the name of his son, Naveen Poudel, at a declared value of NPR 50,000 per anna (total NPR 400,000). It is alleged that the low valuation was used to evade taxes and legitimize commissions received from land intermediaries such as Shobhakant Dhakal.

   Legal immunity: Later, when investigations were conducted by the CIB and the Commission for the Investigation of Abuse of Authority, he and his son were reportedly not charged after agreeing to return the land to the government. This outcome led to public criticism reflecting perceptions of unequal justice.

2. 2025 ‘Gen Z’ Movement and Public Anger

   In September 2025, youth-led protests erupted in Nepal against systemic corruption and government restrictions on social media.

   Target of protests: Poudel, then Deputy Prime Minister and Finance Minister, was seen by protesters as a symbol of the political establishment and became a primary target.

   Incidents of unrest: A crowd reportedly attacked his residence in Bhaisepati, and in a separate incident, an individual mistaken for him was chased and assaulted. The movement reportedly intensified pressure on the government, leading to the resignation of Prime Minister Oli.

3. Controversial Defense in the Giribandhu Tea Estate Case

   Although not directly implicated, Poudel faced criticism for supporting decisions linked to the Giribandhu Tea Estate land swap.

   Policy concerns: The Supreme Court later annulled the government’s decision, describing it as policy-level corruption.

   Poudel’s stance: He publicly defended the decision and argued that critics should apologize, leading to accusations that he prioritized political loyalty over legal accountability.

4. Lumbini Capital Relocation Controversy (2020)

   This issue significantly affected his popularity in his political base.

   Allegation: When the capital of Lumbini Province was shifted from Butwal to Deukhuri (Dang), Poudel remained silent. Critics alleged he agreed to the move to secure his ministerial position.

5. Vote Counting Dispute in the 2022 Election (Rupandehi-2)

   This was a major controversy during his parliamentary career.

   Allegation: During a closely contested election against Rastriya Swatantra Party candidate Ganesh Poudel, more ballot papers than recorded were reportedly found in a ballot box.

   Outcome: Opposition parties alleged electoral malpractice. Although Poudel won narrowly, questions were raised about the fairness of the result.

6. Delay in Jhumsa Drinking Water Project

   Poudel has promised to bring drinking water from Jhumsa (Palpa) to Butwal for nearly three decades.

   Allegation: Despite repeated commitments during elections, the project remains incomplete, and residents continue to face water shortages.

7. Premature ‘Breakthrough’ Inauguration of Siddhababa Tunnel

   He faced criticism for inaugurating the project before completion.

   Allegation: Although the tunnel breakthrough was achieved, key works such as lining, electrification, ventilation, and road safety infrastructure remain incomplete.

8. Acquiring Land by Claiming Squatter Status

   A serious allegation relates to acquiring government land under the pretext of being landless.

   Allegation: Despite owning land in Nawalparasi through his spouse, he reportedly claimed squatter status and obtained land ownership certificates in Butwal in his son’s name.

9. “Tourist Candidate” Label

   This is a widely discussed criticism at the local level.

   Allegation: Despite representing Butwal for decades, he does not have a personal residence there and instead lives in Bhaisepati, Lalitpur, visiting the constituency mainly during elections.

10. Promises to Landless Communities Remain Unfulfilled

    He is accused of using landless communities as a vote bank.

    Allegation: Approximately 15,000 landless voters in Rupandehi-2 have repeatedly been promised land ownership certificates, but the commitments have not been fulfilled, leading to growing dissatisfaction.
