The Ministry of Infrastructure Development has registered the Building Act 2083 bill at the Federal Parliament Secretariat on Friday, aiming to legally guarantee housing rights for every Nepalese citizen. Prime Minister Balen Shah announced the registration of the bill via social media, emphasizing the government's commitment to securing shelter across all income groups.
Under the provisions of the proposed bill, low-income families will receive guaranteed housing support, while middle-income families will be offered options for safe and well-organized homes. For first-time homebuilders, the government proposes to supply essential riverbed and natural construction materials free of charge, provided the construction adheres to government-specified type designs and standards. Citizens applying for cattle shed construction are also set to receive free natural construction materials under the proposed framework.

To support poor and vulnerable citizens, the bill incorporates a subsidy provision totaling up to 75,000 Nepalese rupees. This financial aid will be funded jointly by the federal government, contributing 50,000 rupees, and the provincial government, contributing 25,000 rupees. Furthermore, the government plans to relocate settlements located in disaster-prone, unsafe, or vulnerable areas to safe locations and construct new homes for affected residents.
For middle-income citizens, the draft legislation outlines plans for safe, earthquake-resistant "smart homes" meeting basic standards, with estimated costs ranging between 2 million and 7.5 million rupees for structures measuring between 900 and 1,300 square feet of plinth area. Citizens will be eligible to purchase these properties through concessional loan schemes with flexible repayment options.
Under the proposed financial models, individuals can acquire a home with an initial advance payment of 500,000 rupees, followed by monthly installments of 11,000 rupees over a 15-year period. Alternative installment options include advance payments of 1 million rupees with 15,000 rupees monthly, 1.5 million rupees with 20,000 rupees monthly, 2 million rupees with 30,000 rupees monthly, or 2.5 million rupees with 35,000 rupees monthly.
The introduction of the Building Act 2083 represents the government's comprehensive initiative to establish a legal framework securing shelter as a fundamental right for all Nepalese citizen families.
