Prime Minister Balen Shah has announced that the government has prioritized resolving long-standing land ownership problems across Nepal, setting a performance target to eliminate landlessness within 1,000 days. According to the Prime Minister, land ownership certificates have already been distributed to 5,737 families across various districts, encompassing self-settlers, landless Dalits, landless squatters, and unmanaged residents.
Highlighting the historical context, Prime Minister Shah noted that land reform commitments trace back seven decades to the 2015 BS parliamentary election manifesto of the Nepali Congress. Despite political transitions through the Panchayat system, multiparty democracy, and the federal republic, previous government structures failed to solve the issue. Between 2077 BS and last year alone, previous administrations spent over two billion rupees on politically appointed commissions without delivering expected outcomes.
The current administration has adopted a revised approach that replaces political quota-sharing with technical expertise, coordination with local governments, and transparent execution to minimize the financial burden on the state. Following the establishment of the Land Problem Resolution Committee, a unified national database has been created, registering 1,311,197 applications currently undergoing verification and prioritization.
Under the new roadmap, landless squatters occupying public or high-risk areas will be safely relocated. Families displaced from the Kathmandu Valley are being provided with land management solutions within their permanent home districts. Additionally, legal proceedings have been initiated against individuals who submitted fraudulent claims of landlessness.
The government is also working to amend the Land Act, Forest Act, and related legislation to eliminate legal and procedural bottlenecks. Prime Minister Shah emphasized that the Rastriya Swatantra Party government views this 1,000-day timeline as a key performance indicator aimed at systematically declaring districts squatter-free and providing permanent legal land titles to citizens.
