The Government of Nepal has made public six key decisions endorsed during a Cabinet meeting held at the Office of the Prime Minister and Council of Ministers in Kathmandu on Wednesday, Bhadra 31. Government Spokesperson and Minister for Education Sasmit Pokharel announced the executive outcomes during a media briefing, highlighting major administrative regulations, tax adjustments, and senior personnel promotions.
Among the key resolutions, the Council of Ministers approved the Government Decision Process, Simplification, and Digitalization Regulations 2083 to streamline state procedural workflows. Additionally, the Cabinet set advance tax rates on capital gains derived from securities listed on the Nepal Securities Board. Under the new provision, natural persons holding securities for more than 365 days will face a 3.5 percent advance tax, while those holding securities for 365 days or less will be subject to a 5 percent rate.
To assist citizens working abroad, the government issued an order authorizing power of attorney to Saudi legal practitioners to execute legal proceedings for insurance and compensation on behalf of Nepali nationals deceased or injured in Saudi Arabia. Furthermore, the Cabinet formally endorsed the Revolving Relief Fund Operation Procedure 2083 to facilitate structured relief delivery mechanisms.

The meeting also approved significant civil service promotions to the gazetted special class rank. Officers from the Nepal Judicial Service, Judicial Group—Khagendra Kattel, Ram Prasad Bhattarai, and Baburam Dahal—were promoted to gazetted special class positions. Joint Secretary Kali Prasad Parajuli of the Nepal Administration Service was likewise promoted to the position of Gazetted Special Class Secretary.
These decisions reflect the administration's ongoing focus on institutional modernization, fiscal standardization, and social welfare management.
